Founding
Phoenix PMC/PIC, formerly Phoenix Para-Military, was formed after the end of world war two, in the wake of growing tensions between the Eastern and Western powers. While they were employed by both the US and Russia over the course of the Cold War, they were never directly involved in combat, being contracted mainly for intelligence gathering. The Para-military group's founder, Montgomery Ashford, formed the group with members of his old SAS unit, who left with him after he was declared unfit for service due to several bullet-wounds that he gained saving a group of french soldiers. His 2nd in command, James Hemingway, was reputed to be the only person who'd openly challenge Ashford's judgement, and his relationship with his commanding officer has been described as "Brotherly."
The relationship between Ashford and his men was also somewhat familial, although in this respect he took a much more fatherly approach, and the loyalty of his troops was legendary. At that time, Phoenix specialised in intelligence gathering and small-scale military operations, but they weren't actually in combat until 1983.
